Cuba's National Food Program aims to assure its population a minimum degree of food security during the current period of transition from dependency upon the ex-Socialist trading bloc. A number of important elements of the Food Program, however, were conceived before the demise of COMECON in an effort to deepen food import substitution. This paper reviews the degree of Cuba's food import dependence before the breakup of the Socialist bloc, the initial targets of the National Food Program, and how these (...) have been modified due to the severe reduction in Cuba's normal level of imports of petroleum and other agricultural inputs. It is argued that Cuba's reliance upon scientific advances combined with a return to traditional, ecologically-benign agricultural practices and large-scale labor mobilizations have allowed it to overcome a drastic shortfall in production as a result of the reduced level of imports of modern agricultural inputs. At the same time, it has been exceedingly difficult for the country to maintain production levels at the trend of the late 1980s or to continue to aspire to meet the ambitious targets of the initial Food Program plan. Rural women did not fare very well inthe land reforms carried out during the Latin American“reformist period” of the 1960s and 1970s, with womenbeing under-represented among the beneficiaries. It isargued that women have been excluded from access toand control over water for similar reasons that theywere excluded from access to land during thesereforms. The paper also investigates the extent towhich women have gained or lost access to land duringthe “counter-reforms” of the 1980s and 1990s. Underthe neo-liberal agenda, production cooperatives aswell (...) as communal access to land have largely beenundermined in favor of privatization and theindividual parcelization of collectives. Significantland titling efforts are also being carried outthroughout the region to promote the development of avigorous land market. This latter period has also beencharacterized by the growth of the feminist movementthroughout Latin America and a growing commitment bystates to gender equity. The paper reviews the extentto which rural women‘s access to land and, thus, waterhas potentially been enhanced by recent changes inagrarian and legal codes. (shrink)

We argue that philosophers are competent to facilitate public discussion concerning restrictions on human migration across political borders. We also argue that presenting public audiences with a prima facie case for open borders offers a unique opportunity to elucidate important aspects of philosophical reasoning. Finally, we share resources and a lesson plan for those keen to examine the case for open borders with students, or to facilitate public discussion on these issues.

This paper aims to review the empirical and theoretical research on engineering ethics education, by focusing on the challenges reported in the literature. The analysis is conducted at four levels of the engineering education system. First, the individual level is dedicated to findings about teaching practices reported by instructors. Second, the institutional level brings together findings about the implementation and presence of ethics within engineering programmes. Third, the level of policy situates findings about engineering ethics education in the context of (...) accreditation. Finally, there is the level of the culture of engineering education. The multi-level analysis allows us to address some of the limitations of higher education research which tends to focus on individual actors such as instructors or remains focused on the levels of policy and practice without examining the deeper levels of paradigm and purpose guiding them. Our approach links some of the challenges of engineering ethics education with wider debates about its guiding paradigms. The main contribution of the paper is to situate the analysis of the theoretical and empirical findings reported in the literature on engineering ethics education in the context of broader discussions about the purpose of engineering education and the aims of reform programmes. We conclude by putting forward a series of recommendations for a socio-technical oriented reform of engineering education for ethics. (shrink)

La tormentosa vicenda del cacciatore Atteone, tramutato in cervo per aver sorpreso (...) la Diana nuda, simboleggia in Bruno il passaggio dall’amore profano a quello divino. -/- On the occasion of the two thousandth anniversary of the death of the Latin poet Ovid, the article analyzes the influence of the poem of the Metamorphoses as a primary source of Giordano Bruno. The exposition of the Pythagorean doctrine, contained in the XV book of the poem, fits perfectly with the ontology of the Nolan and his faith in metempsychosis. In particular, the myth of Diana and Actaeon is adopted by the philosopher, in De gl'Heroici furori, as an ideal representation of his own cognitive experience. The tormenting story of the hunter Atteone, turned into a deer for having surprised the “naked Diana”, symbolizes in Bruno the passage from the profane love to the divine one. (shrink)

One of the most prevalent rationales for public healthcare policies is a human right to healthcare. Governments are the typical duty-bearers, but they differ vastly in their capacity to help those vulnerable to serious health problems and those with severe disabilities. A right to healthcare is out of the reach of many developing economies that struggle to provide the most basic services to their citizens. If human rights to provision of such goods exist, then governments would be violating rights without (...) doing anything wrong. I argue that such variable ability to provide healthcare depends not only on financial resources, but on institutional capacity, and that the latter represents a more fundamental challenge to the existence of a human right to healthcare than previously recognized. This challenge does not imply that government has no obligations to protect and improve the health of their citizens, but that it is best to think of such obligations as generated by conventional rights, namely rights arising from local legal and social conventions, which require governments to pursue health-related moral goals such as reducing suffering, closing opportunity gaps for the disadvantaged, and preventing the spread of contagious diseases. We need not think of such moral goals in terms of human rights. (shrink)

Empathy is an integral aspect of human existence. Without at least a basic ability to access others’ affective life, social interactions would be well-nigh impossible. Yet, recent studies seem to show that the means we have acquired to access others’ emotional life no longer function well in what has become our everyday business – technologically mediated interactions in digital spaces. If this is correct, there are two important questions: (1) What makes empathy for frequent internet users so difficult? and (2) (...) What can we do to alleviate the negative consequences? Correspondingly, the aim of this paper is twofold. First, we identify structural differences between offline and technologically mediated interactions that can explain why digital empathy is harder to achieve. Second, drawing on the literature on ‘situated affectivity,’ we consider the idea of modifying digital spaces in ways specifically designed to ‘scaffold’ empathy where our evolved mechanisms fail. Section 2 argues that empathy is requires interpreting the behavior of embodied subjects. Section 3 identifies three factors that are crucial for this interpretative endeavor: the empathizer’s affective repertoire, their perceptual input, and their background knowledge. Section 4 argues that technologically mediated interactions differ from face-to-face interactions with regard to these factors in ways which render our evolved empathy mechanisms less effective in the digital world. Section 5 introduces the idea that situational factors can serve as ‘empathic scaffolds,’ i.e., as ‘tools’ that can ‘shape’ people’s empathic reactions. Section 6 wraps up the main line of reasoning, responds to objections and invites further scholarship. (shrink)

I. EXECUTIVE SUMMARY The MRCT Center Post-trial Responsibilities: Continued Access to an Investigational Medicine Framework outlines a case-based, principled, stakeholder approach to evaluate and guide ethical responsibilities to provide continued access to an investigational medicine at the conclusion of a patient’s participation in a clinical trial. The Post-trial Responsibilities (PTR) Framework includes this Guidance Document as well as the accompanying Toolkit. A 41-member international multi-stakeholder Workgroup convened by the Multi-Regional Clinical Trials Center of Brigham and Women’s Hospital and Harvard University (...) (MRCT Center) developed this Guidance and Toolkit. Project Motivation A number of international organizations have discussed the responsibilities stakeholders have to provide continued access to investigational medicines. The World Medical Association, for example, addressed post-trial access to medicines in Paragraph 34 of the Declaration of Helsinki (WMA, 2013): “In advance of a clinical trial, sponsors, researchers and host country governments should make provisions for post-trial access for all participants who still need an intervention identified as beneficial in the trial. This information must also be disclosed to participants during the informed consent process.” This paragraph and other international guidance documents converge on several consensus points: • Post-trial access (hereafter referred to as “continued access” in this Framework [for terminology clarification – see definitions]) is the responsibility of sponsors, researchers, and host country governments; • The plan for continued access should be determined before the trial begins, and before any individual gives their informed consent; • The protocol should delineate continued access plans; and • The plan should be transparent to potential participants and explained during the informed consent process. -/- However, there is no guidance on how to fulfill these responsibilities (i.e., linking specific responsibilities with specific stakeholders, conditions, and duration). To fill this gap, the MRCT Center convened a working group in September of 2014 to develop a framework to guide stakeholders with identified responsibilities. This resultant Framework sets forth applicable principles, approaches, recommendations and ethical rationales for PTR regarding continued access to investigational medicines for research participants. In this article I look at the methodology of one the most unique figures in Russian philosophy—Merab Mamardašvili—who was known for his focus on consciousness. According to him, the application of the subject–object dualism to the analysis of consciousness leads to a series of complications. Within the phenomenological framework of intentionality there is an interwining of perspective and object to which this perspective is directed. As soon as we try to apply to consciousness subject–object schemes, then we immediately come across (...) paradoxes. It is impossible to determine consciousness by means of subject–object, not only because it is neither an object nor a subject, but also because consciousness inevitably turns out to be “prior” to such distinctions. The article discusses the peculiarities and specific features of phenomenological approach developed in contemporary analytical philosophy. Despite the fact that the trust in phenomenological approaches continue to grow in analytical philosophy, it is necessary to recognize the presence of noticeable divergence between the classical transcendental phenomenology of E. Husserl and contemporary versions of phenomenology in analytical philosophy. The article examines some of these divergences. It is shown that, unlike the skepticism of transcendental phenomenology in relation to scientific methodology in the (...) research of consciousness, the analytical tradition of phenomenology is oriented toward cooperative dialogue with science. Phenomenology in analytical philosophy places great hopes on the possibility of making consciousness a subject of joint research of neuroscientists and phenomenologists. The article claims that in the course of realization of this task, phenomenology in analytical tradition often starts to be interpreted from realistic and partly from naturalistic positions, and that does not meet the project of transcendental phenomenology. As an illustration of this idea, certain approaches of analytical phenomenology are considered, in particular: phenomena are interpreted from the point of view of logical and linguistic analysis, intentionality is connected with the activity of the brain and is located in the natural world, phenomenal consciousness is interpreted as the awareness of a high order, and the phenomena have a gradual nature and are often identified only with sensual experience, which implies a correlative correspondence of the substrate data of brain physiology. In that regard, there are reasons to interpret phenomenological theories that are funded by analytical tradition as an example of a specific phenomenology of non-transcendental origin. (shrink)

This is an in-depth investigation into the life and work of one of the most prominent philosophers of Russian and Russian-Soviet history, Merab Mamardashvili, all of whose ideas are collected here in one book. However, each of his ideas leads much further - deep into philosophy itself, its cultural origins, and to the basis and roots of all human thought.

In this article I analyze several of Merab Mamardashvili’s ideas about the «invisible» and «unknowable» nature of consciousness, as conveyed by the term «non-objectifying». The main points at issue here are: the idea of the fundamental non-objective nature of consciousness, and the impossibility of constructing a naturalist ontology that would take the experience of consciousness into account. The term non-objectiveness assumes not only the non-physicality of consciousness, but also the logical impossibility of positively and affirmatively apprehending consciousness in terms of (...) standard subject-object determinations. Consciousness is not an object; moreover, consciousness cannot “appear”, though it allows things and the world to appear. In the article, I show how Mamardashvili dedicated a significant amount of his philosophical work to conveying this intuition. This intuition, in turn, is predicated on the fact that the paradoxical nature of consciousness can be considered in terms of the idea of “transcendentality”. With this in mind, I offer an interpretation of the concept of the transcendental, predicated on a justification in which I apply the concept to consciousness. I also show how Mamardashvili’s philosophical method can be viewed as a special form of transcendentalism, in which Mamardashvili elaborated an authorial stance that was both unique to his philosophical outlook and which he combined with the traditional ideas of this philosophical position. In this paper I discuss Rodriguez-Pereyra�s claim according to which analytical philosophy should be published exclusively in English. I focus my reply on three issues: (1) the implicit conception of philosophy and of the philosophical practice that underlies his argument, (2) the myth of the �native speaker� and (3) some values that should guide philosophy and which I propose to highlight.

La eterna cuestión de la justicia ocupa un lugar central en la cosmovisión que Dante expresa alegórica e icónicamente en la Divina Comedia. La encontramos como atributo de Dios que da a cada uno según sus méritos, pero cuyo Amor le mueve a conmiserarse de los hombres, pues la justicia de las obras humanas no puede alcanzar a su Creador según igualdad, ni puede a restituir todo lo que de Él recibe y le es debido. La justicia también traspasa todos (...) los círculos por los que transita el peregrinar de Dante y da razones del estado de las aquellas almas que encuentra no sólo en el infierno, sino también en el purgatorio, en el limbo y en el paraíso. Un análisis global de la justicia dantiana pone a la luz la profunda huella de la tradición teológico-bíblica cristiana, de la filosofía clásica —sobre todo aristotélica—, así como la síntesis de ambas en el legado de Santo Tomás de Aquino, a quien Dante destaca entre los sabios del Paraíso —adelantándose así al que, unos años después, será el parecer de la propia Iglesia. Dante Alighieri hace suyo el magisterio filosófico-moral de Santo Tomás y ello se pone muy de manifiesto en lo que se refiere a la concepción dantiana de la justicia. (shrink)

H. L. A. Hart proposed one of the most influential accounts of law, according to which law is a union of primary rules, which guide the behavior of the law’s subjects, and secondary rules, which guide officials in recognizing, changing, and interpreting primary rules. Writing at the end of the 1950s, Hart had serious doubts about whether international law meets the necessary criteria for a legal system. But there are several reasons to reconsider his position. One is that international law (...) has grown significantly since then, but a more important reason is that Hart provided an oversimplified description of the necessary and sufficient conditions for law provided by his account, and therefore of the nature of the international legal order. A proper understanding of Hart’s view gives us a richer and more accurate understanding of the essential features of law, but also a less precise yardstick by which to measure and characterize the various systems of rules, including international law. According to this new yardstick, international law fails to meet the criteria for a Hartian legal system, but for reasons other than those identified by Hart. (shrink)

In this article, I use ethnographic and historical evidence to consider marriage as a particular locus of what Maria Lugones has called “the colonial/modern gender system.” By bringing specific research on marriage among the matrilineal Asante of Kumasi, Ghana, together with a consideration of global ideals of marriage and gender, I argue that marriage and the family are key sites through which the subjugation of women in Africa can be understood, but that this requires local and historical contextualization. To do (...) this, I trace the emergence and current local expression of “companionate marriage,” an ideal of marriage that is associated with romantic love and personal choice, and that is often seen as a gender-progressive marriage ideal. In Kumasi, “companionate” ideals began to emerge during the colonial period, not as an empowering force, but in complicated interactions with other gendered changes that limited wives' claims to husbands' reciprocal support and isolated women from their matrilineal kin. Today, customary marriage is often considered harmful to women and distinct from other forms of marriage; however, I show that such assumptions impose categorial differences where none may exist, and occlude the complexities of women's lives and struggles. This chapter deals with the link between language and epistemology of time, according with the paper issued in this session. The arise of natural science, in Early Modern Age, makes possible the constitution of an epistemic paradigm which connects himself to the definition of human nature, and allows to research objective rules for the human history and human language. The Early Twentieth century, breaks this standard, as is possible to see in the essays proposed in this part of the book.

In the article “A Proposal to Address NFL Club Doctors’ Conflicts of Interest and to Promote Player Trust,” Glenn Cohen et al. write, “The [NFL's] current structure forces club doctors to have obligations to two parties—the club and the player—and to make difficult judgments about when one party's interests must yield to another's.” I can understand why some might be suspicious about bias in the current NFL medical system, in which the club doctors have a professional duty to put their (...) player-patients’ best interests first yet are employed by clubs, which have a primary goal of winning football games. It is my opinion, however, that neither the club nor the player needs to be sacrificed. I base this opinion partly on my experience as an NFL player in the early 1980s, partly on several years as team physician for the Boston Red Sox, and partly on my twenty-three-years of experience as a physician with the Connecticut Workers’ Compensation medical system, which supposes that physicians can be fair to both workers and employers.
